Ipswich shop fined after selling vapes to children twice

A Norwich Road vape shop has been ordered to pay more than £4,000 after magistrates heard it sold vapes to underage customers on multiple occasions, despite its director having previously been warned for the same offence.

Why it matters: Brasov Ipswich Limited, which trades as The Orange Shop, was fined £666 and ordered to pay £3,225 in costs and a £266 victim surcharge at Ipswich Magistrates' Court on Monday, 24 March 2025. Company director Nasser Rahim, 43, admitted the business had breached the Nicotine Inhaling Products (Age of Sale and Proxy Purchasing) Regulations 2015, which makes it an offence to sell nicotine inhaling products to people aged under 18.

The details: Suffolk Trading Standards told the court it had received 60 complaints about The Orange Shop between February 2023 and October 2025 — making it one of the highest complained-about retailers in the county for the sale of age-restricted products.

  • In October 2025, an undercover Trading Standards operation found the business sold a 'Side Cherry' vape to a child under 18 without asking for ID.

  • The following month, a second operation found the business sold a "Lost Mary" vape to an underage volunteer.

  • Prior to the court hearing, The Orange Shop appears to have closed.

For context: The premises had already been prosecuted under a different limited company in April 2024 and found guilty of the same offence. At the time of that prosecution, Rahim was working in the store as a shop assistant and personally sold vapes to underage Trading Standards volunteers on two occasions. He received a written warning.

What they're saying: Graham Crisp, head of Trading Standards for Suffolk County Council, said: "The Orange Shop demonstrated a blatant disregard for the law and the health and wellbeing of our young people in Suffolk.

"Retailers have a clear responsibility to protect young people, and we will continue to take robust action against anyone who puts profit before their welfare."

Councillor Steve Wiles, Suffolk County Council's cabinet member for public health and public protection, added: "Selling vapes to young people is completely unacceptable, and this case shows that repeated breaches will not be tolerated.

"There can be no excuse for selling vapes to young people, and I congratulate Suffolk Trading Standards for an operation that should serve as a warning to any trader tempted to do so."

The bottom line: A pattern of repeat offending — spanning two companies, a prior prosecution and a personal warning to the director — ultimately ended with a fine, a closed shop, and a clear message from Trading Standards that it will act on public tip-offs.
