New parking operator to invest in Tacket Street and Tower Ramparts improvements

After a bumpy start to its takeover of two NCP car parks, new operator Q-Park says it will fund refurbishment work at Tacket Street and Tower Ramparts, after signing a contract to take over the two Ipswich car parks on long-term leases.

Why it matters: The pledge comes after a chaotic fortnight for drivers using the two car parks, with signage and payment apps switching between NCP and Q-Park more than once as the handover got underway.

The details: Q-Park says it has signed a contract to take over 20 parking facilities across the UK, including Tacket Street and Tower Ramparts, from 8 August 2026. The sites have been acquired on long-term leases, which the company says enables it to invest in them.

That investment includes "comprehensive refurbishment programmes across both vehicle parking areas and pedestrian routes, improving the appearance, functionality and accessibility of each location," according to Q-Park.

The company also plans to install modern parking management equipment and digital services, including online pre-booking and its app. Across its wider UK network, Q-Park says it will invest in electric vehicle charging infrastructure "where appropriate".

What they're saying: Adam Bidder, managing director of Q-Park UK, said: "We are delighted to have completed this agreement, which marks a significant expansion of our portfolio of city centre parking facilities across the UK. It allows us to bring the Q-Park brand and service offering to a wider range of towns and cities, including locations where we have not previously operated. We remain committed to investing in our network and will continue to explore further acquisition opportunities as part of our long-term growth strategy."

The other side: The refurbishment promise comes after a bumpy start to the handover. Both car parks briefly reverted to NCP on 4 August, days after Q-Park had originally been due to take over, with an NCP attendant describing the situation as "a serious mess" and saying Q-Park "are having some issues." Tacket Street then switched back to Q-Park on 7 August, though at that point Tower Ramparts remained on NCP's signage and app.

One car park user told Ipswich.co.uk: "I feel confused and stressed. I've not known what app to use. I've not known how to pay. As a student, I don't have the money to be fined."

For context: NCP was placed into administration on 16 March 2026, with PwC partners Zelf Hussain, Rachael Wilkinson and Toby Banfield appointed as joint administrators. NCP subsequently told customers it would cease operating a number of UK sites from 1 August 2026, including Tacket Street and Tower Ramparts, with Q-Park taking over.

What's next: It remains to be seen how quickly the promised refurbishment work will get underway, and whether the operator confusion of recent weeks has been fully resolved.

The bottom line: Despite a turbulent start to the takeover, Q-Park says it remains committed to overhauling Tacket Street and Tower Ramparts as part of its wider UK expansion.
