Council approves budget for £19.7m Portman Road car park

Ipswich Borough Council's Executive has approved a £19.7m budget for a new 718-space multi-storey car park at Portman Road, marking the first phase of an ambitious infrastructure project that could enable a future Aquatics Centre and possible football stadium expansion.

Why it matters: The decision commits the council to delivering essential parking infrastructure that must be operational before other elements of their Portman Road Masterplan can proceed, including a state-of-the-art Aquatics Centre and potential expansion of Ipswich Town Football Club's Cobbold Stand.

The details: The approved development will deliver a modern parking facility with 655 spaces within the multi-storey structure and 63 spaces in an adjacent surface car park.

  • Councillors approved the revised plans with five votes for and one against.

  • The facility will include 32 Blue Badge spaces, with 26 electric vehicle charging points in the surface car park and ducting for 37 additional charge points for future expansion.

  • Executive members approved both the £19.7m capital budget and gave authority for a planning application to be submitted for the revised scheme during Tuesday's meeting.

  • To fund the project, the authority will take £12.2 million in business rates from the Princes Street Local Enterprise Zone and borrow the remaining £7.5 million.

What's next: Subject to planning approval, construction is expected to begin in summer 2026 with completion anticipated by the end of 2027. The planning application is expected to be submitted in October, with consideration by the Planning Committee in January 2026. The car park will replace long-stay parking spaces that will be lost during future development phases.

Work is then expected to start in the summer and be completed by December 2027.

The bigger picture: The multi-storey car park forms a crucial component of the wider Portman Road Masterplan announced by the council last year. The ambitious infrastructure project aims to transform the area with new sports, leisure, and community facilities, while supporting the potential development of a hotel in the future.

The project replaces 810 existing surface car parking spaces across Portman Road car parks B, C and D, plus the NCP-operated Portman Road Car Park and the Princes Street Car Park. The final design provides 718 spaces, a variance of 92 on the current available spaces.

By the numbers: The project will be funded through a combination of Local Enterprise Zone funding (£12.2m) and capital programme borrowing (£7.5m), bringing the total budget to £19.7m. The multi-storey car park was originally budgeted at £14.7m, but costs increased due to design revisions and construction challenges.

By approving the revised design and budget, we're enabling progress on key developments like the new Aquatics Centre, while ensuring long-stay parking is maintained for residents and visitors."
