**Why it matters:** After months of missed collections, overflowing bins and complaints, East Suffolk Council says its Better Recycling service has stabilised. But with additional recovery costs mounting, attention is turning from getting the bins emptied to establishing who was responsible for the troubled rollout, and how much it cost taxpayers.

**The details:** Following pressure from this publication, the council has published an improvement plan confirming £164,400 in additional spending, including £62,400 for a waste operations specialist on a four-month contract and £102,000 for temporary customer service staff.

But that is far from the complete bill.

We are still awaiting figures for the cost of replacing refuse lorries reportedly ordered with insufficient space for three crew members, the cost of the app which contributed to the problems, additional staff overtime and other administrative expenditure associated with the troubled launch.

With the confirmed additional costs already well into six figures, just how high will the final bill climb?

**The background:** At the height of the crisis in July, internal council figures revealed almost 46,000 missed collections in just four days. Vehicle problems, staffing shortages and collection route failures all contributed to the disruption.

The council now says it is tackling outstanding requests for replacement bins and exchanges, with a backlog-clearing programme expected to take six to eight weeks from 14 September.

A motion asking East Suffolk Council's Cabinet to consider a council tax rebate over the Better Recycling rollout was defeated at Full Council on Wednesday, 23 September, after a tied vote was broken by the chair's casting vote.

**What happens next:** Attention turns to East Suffolk Council's Overview and Scrutiny Committee, where residents will expect more than a review of what went wrong.

How did so many problems escape detection before launch? Who was responsible for the decisions? What can be learned, and how diligently will scrutiny pursue the answers?

**The bottom line:** The bins may finally be getting emptied, but the questions are piling up. Residents deserve to know what the botched rollout has cost them, why it happened, and whether those responsible will be held accountable.

East Suffolk Council were approached for comment.
