- Description: Ipswich County Library is in line for its first major refurbishment in 40 years, with a café, a digital learning hub in a revamp costing nearly £900,000

**Why it matters:** As previously reported by www.ipswich.co.uk, Suffolk County Council has added almost £900,000 to its capital programme for the works, which it says will modernise the library's interior and provide "a more accessible and flexible library environment." The scheme appears as a new addition to the capital programme in the council's latest quarterly budget report.

**The details:** The scheme is outlined in a budget monitoring report going before the council's cabinet on Tuesday, 10 November. Planned improvements to the inside of the building include:

- Enhanced children's and young people's library areas
- A café and community space
- A digital learning hub
- Maker and studio spaces
- Facilities available for hire
- Acoustic booths
- Improved information and work areas
- Upgraded accessible facilities

**What's next:** The scheme is in its early stages and is expected to be completed by September 2027.

- The council forecasts that £889,000 will be spent on the project during this financial year.
- However, the report warns that as "the detailed delivery and procurement programme is still being developed, there is a risk that some expenditure will be reprofiled into 2027-28" – meaning some of the spending could be pushed into next year.

**What we do not know:** The report does not give a start date for the works, nor does it say whether the library will need to close during the refurbishment, or for how long. It also does not set out what arrangements, if any, would be in place for library users while work takes place.

**The bigger picture:** The refurbishment comes as the wider library service faces cost pressures, which are being covered this year by £1.4m of one-off funding so the service can report a balanced budget.

- The report states: "As the funding is non-recurring, the underlying financial position will continue to be reviewed to ensure that the service is placed on a sustainable footing."
- Overall, the county council is forecasting an £11m overspend for 2026-27, driven mainly by adult social care.
- The council is also forecast to make a net £0.5m contribution to its libraries and archives reserve this year, which the report says is to support library improvement projects.

**For context:** Elsewhere in Suffolk, works to enhance Bury St Edmunds Library are complete, while a planned extension of Stowmarket Library remains under review, with most construction now expected in 2027-28 or later. The replacement of the county's ageing mobile library vehicles is also under review, pending the outcome of external funding bids.

**The bottom line:** Ipswich County Library is set for a significant overhaul, with new spaces for children, families, learners and creatives – though with delivery plans still being finalised, some of the spending could slip into the next financial year.
